Council seeks local people's views on local licensing laws

Sevenoaks District Council is asking residents for their views on new local licensing laws that will affect, amongst other things, the sale of alcohol and the opening hours of pubs, bars and clubs in the District.

As a result of the Licensing Act 2003, the granting of liquor licensing is to move from the Magistrates' Courts to the Council. Although the changes will not come into effect until they have been confirmed by Central Government, they are likely to be in place by mid 2005.

The licences will cover everything from pubs and off licenses to indoor sporting events, hotels and cinemas.

In the coming months the Council will draw up an extensive policy that states how the licensing of these activities and of regulated entertainment will be dealt with. As part of the process, the Council wants to hear from as many residents as possible to find out what their views are on this issue.

Consultation will also be carried out with local people through the Council's Citizens' Panel as well as residents' groups, local businesses and people who use local bars and pubs.

At the heart of the new proposals are the Licensing Act's objectives, which are the prevention of crime and disorder, promoting public safety, prevention of public nuisance and the protection of children from harm.

Cllr Keith Loney, Cabinet Member with responsibility for licensing, says: "These changes to the licensing laws could have a significant impact on many residents of Sevenoaks District and so we are very keen to hear what people have to say about them. This consultation will help us to put together a balanced policy that takes account of everyone's views and so I would encourage as many people as possible to make their opinions known."
